Ito ay pinag-ugnay ng Office of Municipal Agricultural Services Office (OMAS) sa pakikipagtulungan ng External Affairs Department kung saan kumakatawan sa isang makabuluhang hakbang tungo sa napapanatiling pag-unlad ng agrikultura.
